Ending the Global War on Terror

By Dr. Sohail Mahmood

The Obama Administration is re-thinking its Afghanistan-Pakistan strategy these days.

Firstly, the Obama Administration must consider the sentiments of the people in the region and ask why it is so unpopular with the masses. This unpopularity stems from the fact that the US is unwelcome now after eight years of trying to end the al Qaida strongholds. Clearly, the US was tolerating poor governance, corruption, even criminal behavior among its regional allies like Karzai and Musharraf. This has been going on for some time. The people have not benefited much from the assistance flowing into the two governments. Afghanistan is a mess. The recent elections were a disappointment.

Indian Cold Start doctrine and strategic stability in South Asia

By: Rizwan Zeb

It was the failure of the Operation Parakram which led to a rethink in the Indian strategic community. The Indian defense establishment realized that the failure to achieve any objectives of the operation was mainly due to the long delay between the mobilization order and the actual deployment of the strike corps on the international border. Two things went against the Indians: although India had a lot of moral support in the wake of the Indian parliament attacks but by the time the Indian troops were ordered to mobilize and the mobilization, Pakistan successfully counter mobilized; and the world community intervened. Another important factor was that, first, the Indian political leadership failed to set clear objectives and second, they crumbled under intense international pressure.

By: Rizwan Zeb

Former American secretary of state, Madeleine Albright is not the only one who has described the nuclear weapons of Pakistan insecure and a threat. Few weeks back she reportedly described Pakistan as an “international migraine”. According to various news reports, she said: “My own sense is Pakistan has everything that gives you an international migraine. It has nuclear weapons, it has terrorism, extremists, corruption, very poor and it’s in a location that’s really, really important to us. … I think that the current president and the current secretary of state… have a very big job ahead of them.”

The Strategic Dialogue between Reluctant Allies: The United States and Pakistan Today

By: Dr. Sohail Mahmood

The first ministerial-level strategic dialogue between Pakistan and the United States took place on March 17-18, 2010 in Washington, D.C. It was chaired by United States ecretary of State Hillary Clinton and Pakistan’s Foreign Minister Shah Mehmood Qureshi. A cautious optimism was expressed in the media on the outcome of the dialogue. It was said that the United States badly needed Pakistan for a victory in Afghanistan and therefore, Pakistan’s position was strong in the dialogue. However, the outcome of the two-day dialogue amounted to little of any meaningful substance. Notwithstanding the official pronouncements, this outcome was very much expected though. The two allies had several
misconceptions about each other there were fundamental differences between the United States and Pakistan on the Global War on Terror (GWOT).
